BC Unclaimed: Managing $222M in assets with a secure, serverless cloud platform

The problem

BC Unclaimed relied on an aging on-premise Windows desktop application (“PIMS”) to manage millions of dollars in unclaimed funds. As the organization matured, third-party audits confirmed that the legacy system was reaching the limits of its ability to support modern security protocols and evolving compliance requirements. Furthermore, the manual nature of the old system slowed down the core mission: verifying claims and returning money to the public.

The challenge

The stakes were incredibly high for a small organization. Tangowork had to rebuild a system responsible for $222 million in assets while satisfying three separate auditors: financial, security, and privacy. Additionally, the team had to perform a complex migration of sensitive legacy data dating back to the 1990s, ensuring every penny was balanced to the cent before the new system could go live.

A serverless architecture including AWS Aurora Serverless ensures the system can handle thousands of searches per minute during high-traffic media events.

The solution

Tangowork built PIMZ (“Property Information Management Zone”), a modern, cloud-native web application on AWS. By leveraging Aurora Serverless and TypeScript Lambdas, the system automatically scales to handle traffic spikes—such as those following TV appearances—without incurring costs during quiet periods. To accelerate development, the team used Retool to rapidly construct a user-friendly interface, allowing engineers to focus on the complex backend logic and security architecture required to protect personally identifiable information (PII).
